Quick not-thread-worthy question.

K, so I'm trying to come up with a good moveset for my Pikachu/Raichu, and I'm having... trouble. My ideal set would be Focus Punch, Thunder Bolt, Substitute, and Encore, but Encore is only available via breeding, and I'm not at the point where I can or I want to do that, so that's no good. I'm debating either:

Raichu w/Leftovers

Focus Punch
Thunder Wave
Thunder Bolt
Substitute

or

Pikachua w/LightBall

Thunder Bolt
Thunder Wave
Bodyslam/Brick Break/Double-Edge
Light Screen/Iron Tail

The only thing now is, can I get a Light Ball in Fire Red? And if so, are those good movesets?

Edit: Also, can I get a choice band in FireRed?
 
Light Balls are occasionally on wild Pikachu; Choice Bands are won from the Trainer Tower on occasion.

I'd go with the Raichu set. Pikachu's too slow to be useful.
 
Raichu. I think that in FireRed Light Ball only raised Sp. Attack for Pikachu, not Attack. So basically, the only advantage Pikachu would have is a slightly more powerful Thunderbolt, whereas Raichu has countless advantages over Pikachu.
