Since it's teaching a move I'd have to say it makes more sense as a move mod, but just wait for Negrek, I guess.

Because it does nothing other than change the pokémon's movepool, it's a move mod.

Going on the assumption that I have to choose one body mod and one move mod... and... unsure as to what a type-change would qualify as.

Yes, you do have to choose only one to keep, and yes, you are allowed to keep type changes if they were already there when you transferred the Pokémon in. I'm fairly sure they're body mods, but I don't know. Ask Negrek. Approved, at any rate.
