And I'm going to start pushing through some modifications as well.

First of all, this one was never approved. I looked back to the first time it was posted, and as you can see if you scroll a bit, it never got the seal of approval. So, third time's the charm, hopefully.

As a psychic-type well in tune with the flow of energy through her own body and the world around her, Liberalis is a staunch believer in the importance of balance and returning to a stable state of neutrality. Naturally, she spent considerable time perfecting her ability to tune her energy to just the right level, correcting imbalances and driving towards her most harmonious state of mind-body. With long practice, Liberalis became expert enough at the mental exercises necessary to perform such feats that she could even call upon them in the chaos of battle.

Liberalis settles down for a few seconds of quiet meditation, getting in tune with her physical state and beginning to redistribute her life energy, carefully smoothing out discrepancies and driving herself towards a state of balance. The unnatural heightened energy flow caused by enhancing her natural abilities is reduced, leaving excess power to redistribute throughout her body, while repairing damage caused over the course of the battle requires an expenditure of energy. After meditating, Liberalis will be much more calm and relaxed than before, having gotten her thoughts in order and worked to stabilize her internal state.

Effects: Liberalis may lower the level of any number of her heightened stats by any number of levels in order to regain 5% energy per level, or may expend 5% energy per level to raise any number of her lowered stats by any number of levels. For example, if she has +2 special attack, +2 special defense, and -3 speed, she could lower her special attack and special defense by one level each (+10% energy) and raise her speed by one level (-5% energy) for a net gain of 5% energy and a final stat spread of +1 special attack, +1 special defense, and -2 speed. Stats can only be raised or lowered until they reach their neutral defaults (or "+0"). Also, a stat can only be moved towards neutral (thus, negative stats can only be improved upon and positive ones only lowered), while neutral stats cannot be altered at all. Additionally, performing this signature move calms Liberalis down considerably, returning her to a more or less content emotional state.

Signature Attribute: Thermal Riding

Pheno was born in a tropical region and enjoyed lazily gliding above pristine beaches and uncharted mountains, seeking out fruit at the tops of the tallest trees in her forest home. She could spend hours at a time on the wing (or leaf, as it were), flying for the joy of flying and delighting in seeking out new places to explore. It was this very adventurous nature that eventually caused her to be captured; had she stayed around the forest where she had been born, impenetrable and uncharted as it was, she probably never would have encountered a trainer in her life. As she chose instead to fly out over the ocean to investigate a small boat anchored out in the reef off the shore of a nearby atoll, however, she was crammed into a pokéball and carted off to a place rather less warm and welcoming as her original home.

Naturally, Pheno was a bit disappointed by the change of scenery, although she was interested in the new terrain she had to explore. Fortunately, her trainer gave her more or less free reign to go where she wanted, and she soon resumed her long daily flights. However, the much colder Asber region made for less pleasant flying than she was accustomed to. Pheno soon learned that by staying close to civilized areas, she could catch updrafts of warm air that were reflected from concrete and other manmade surfaces and ride these high into the sky with minimal effort, while feeling a bit less freezing than she would otherwise, of course. Pheno wasn't content to stay in and around ASB Central, however; with practice, she grew able to manipulate the air around her to create artificial thermal pockets, provided that there was enough sunlight around to heat the air to a reasonable degree. Soon enough, sunny days would see Pheno winging off to distant locales, buoyed up by an artificial layer of warm air and enjoying a leisurely, miles-long yet relaxing ride.

Effects: As long as the "strong sunlight" weather condition is in effect, Pheno expends no energy to remain airborne while flying. The energy cost to take off and land/attack is unchanged.

Signature Move: Charging Electron Dense Wool

It is well known that Mareep wool is easily charged by static electricity. It is also known that static electricity is caused by electrons. However, Coulomb's wool is even more adept at collecting electrons from anything it rubs against. Coulomb has perfected a method to collect as much static electricity in a short space of time, by simply rolling over and brushing against things.

This causes his wool to rapidly increase in size, causing him to be a more obvious target for attacks. However, due to the electrons that surround his body, it takes Coulomb less energy to displace the electrically energy during his electric attacks. Also due to the negative charge on the outside of his body, his tail bulb is positively charged, causing it to light up.

Type: Electric / Status / Base Damage: 0% / Accuracy: 90% / Target: Self / Energy: 7% / Duration: 6 Rounds
Effects: Coulomb builds up excess charge in his wool, causing to to rapidly expand. This causes any moves used against Coulomb to have there accuracy increased by 5%. However any electric-type move used by Coulomb requires 1% less energy, due to the large amount of extra electrons trapped in his wool. Coulomb's tail bulb also lights up permanently, giving away his position in darkness.
