Kupo is a very energetic plasma, acting as one would guess to be a young child. With her personality, she tends to rush head first into battle with extreme energy, leaving her wide open for strategic dodges and attacks. After getting knocked around because of this, she started to develop a better method to use her energy. The more charged she gets in battle, the faster she gets and the rasher her moves become. She is easily excitable and is hard to depress. Each attack that successfully lands, she grows more confident and energetic. The more energetic she gets however affects her energy output as well.

Effects:

- Throughout the battle, there is a 10% chance she’ll use more energy than is needed for an attack, adding a +2% to the energy cost. Another effect that happens with this attribute are “charge points”. She gains these points throughout the battle, only going as high as five points in total.

- Charge points are gained each time she uses more energy than is needed.

- Due to the fact her body holds a high level of energy, at the start of battle she starts with an additional ten points of Energy.

Effects: Mr Sandman rushes at his opponent and deals three swift, full-force uppercuts. If all three hit, the target is knocked down and rendered unconscious, causing them to be put to sleep. The first time this happens, the sleep will be mild; the second, it will be moderate, and then every time after that it will be severe. However if all three uppercuts miss or fail due to Protect or Detect, then the opponent will automatically strike back, dealing 6% damage to Mr Sandman. This counterattack will catch him by surprise and knock him out instead, causing sleep that follows the same conditions that would apply for his opponent had all three hits succeeded (mild the first time they all miss, moderate the second, severe every time afterwards). Pokémon that are flying, diving, digging etc. will not be able to strike back, however.

The amber proceeded to travel up Lavelle's arm, went across her shoulder, and stopped at her neck. The rock dug itself into the Pichu's neck which, oddly enough, didn't hurt at all. The next week or so was normal, until some Team Rocket Grunts took Lavelle's father and shot her mother. Lavelle stood over her mother, grieving. In a last, desperate attempt at saving her mother, the Pichu put her hands over her mother's gunshot wound, trying to shock her back to life. Lavelle put all of her power into one last Thundershock. Suddenly, the strange amber started to glow. An electrical current, larger than that of any she'd normally produced ran throughout Lavelle's mother. Her mother was snapped back to life, amazed by this new technique her daughter had created.

I'm not entirely sure what the amber has to do with this? There's no logical connection between this strange amber and this healing electricity. Speaking of which, I'd figure that if the electricity is more powerful, then it would simply hurt more instead of healing? You really have the flesh out the description and make it believable.
Additionally, there should be a visual component in the effects section, so a ref knows how it looks like so they can write it out.

Blazhy for short isn't just your run-of-the-mill aerodactyl. Blazhy is a mechanical aerodactyl -- this means that she's made from pieces of metal instead of chunks of rock. Instead of a heart, Blazhy has a motherboard; instead of blood vessils, she has wires. Metal bars make up her skeleton, and pumps and engines are her muscles. There's also the fact that Blazhy looks suspiciously like a certain referee, from the color-changing crystal-thing on her head down to her pointy ninjatoes.

It's possible that Crazy Linoone stole the blueprints from somewhere, but nobody has any proof that it did.

Anyhow, Blazhy was built from the ground up following that suspicious set of blueprints. Needless to say, with Linoone's dubious engineering skills and even more dubious programming skills, it didn't end up very well. Surprisingly, Blazhy still works pretty nicely, acting exactly like she was programmed to do (complete with a love for maple syrup) even if she does look a bit clunkier than she should. However, she tends to break down after a few too many hits, understandable given all the improvisation along the way (Linoone couldn't afford all that metal, especially after buying high-speed internet for one of its many porygons).

Effects: Blazhy is now a Steel/Flying type.

Moveset changes:
- Fire Blast, Flamethrower, Heat Wave, Stone Edge
+Flash Cannon, Metal Claw, Thunder Wave, Metal Sound

At the end of every round, Blazhy has a [2 x (round number - 1)]% chance of having something break down and dealing 3% typeless damage to herself -- for example, she has 0% chance of breaking down during the first round, 2% chance of breaking down during the first round, and 20% chance of breaking down during the 11th round. The chance caps at 100%, although it's not like anyone will last that long...

She also has (makeshift) ninjatoes.

Static has a habit of sleeping in fields. Among the fields he sleeps in, he spends the most time sleeping in a particular field full of plants that have a strong scent. This sickeningly sweet smell is extremely potent, having the ability to hinder and mess with the thoughts of pokemon. A strong enough whiff may even lull a pokemon to sleep. Because Static spends so much time in this field, spores tend to cling to his fleece, causing him to smell like the field. Also, the scent doesn't have much of an effect on Static because of all the time he has spent in the field. Only a small amount clings to his wool, so the scent does not disperse very far.

Effects: Whenever a pokemon makes contact with Static, there is a chance for that pokemon to become confused or asleep. There is a 20% chance of confusion (severity of confusion is based on how strong a whiff a pokemon gets and is left to the discretion of the referee) and 10% chance of sleep. The effects of the scent only come in play when pokemon make contact with Static, and ally pokemon can also be affected.

And, when I touched it, this amber put itself in my neck." Lavelle's mother slowly got up. "That is a sacred tree. Arceus placed it there Himself. He had Celebi, the gaurdian of the forest, watch over the tree. He had Celebi use its
time-traveling abilities to help people with the tree. Arceus imbued the tree with ambers, much like your own, to work in various situations. It seems as if Celebi saw that I was going to be shot, and bestowed that amber, which apparently has healing abilities, upon you, so that you may use it to save me. Which you have!" Lavelle's mother embraced her daughter, and they stayed like that for what seemed like forever.

This still seems too powerful. Add the clarification that only one of these status conditions can be inflicted per instance of contact (so the same mach punch won't both paralyze and confuse the attacker); you may have meant that, but you need to make sure you state it. This probably also calls for a minor drawback of some sort (because really, how likely is it that his allies will be affected?), unless you wanted to drop the confusion chance to 10% and the sleep to 5%.

I'm not a move approver, but if I may make a suggestion: you're really not supposed to resort to "legendary pokémon did X and happened to (randomly) choose my pokémon" for the explanations to your signature stuff, and even without that this still seems too far-fetched. Pichu gets wish as an egg move; I think you'd be better off trying to have her learn to modify wish (or at least charge or something) in some way if this is the effect you want.
