I don't know if Ditto counts as an exception; honestly I assume it would. Wait for Negrek's answer, I guess.
 
No, because it's not same-type. Mirror coat and counter are the only moves that can be taught to pokémon that are not of the same type.

And Superbird: I take Negrek's recent rules comment to mean that no, you cannot teach your ditto mirror coat. I'll add a note to the first post to make the rules about limited-move gimmick pokémon clearer so there's no more confusion, though.

Powerful and dangerous moves like these can't be taught by just anyone. Cue Nathaniel, Abigail and Calvin: they will see one of your Pokémon and, if it has the high level of patience, perseverance, endurance and willpower required, will teach it one of these very dangerous attacks. Any Pokémon, barring those that are excluded below, can learn either Counter or Mirror Coat; only Steel-types (again, barring those excluded below) can learn Metal Burst.

If a Pokémon already knows at least one of these attacks it cannot learn another, as that would be too overpowered; so, for example, you can't teach any of these moves to your Hitmonchan, Milotic or Bastiodon.

They can also learn counter! (And steel-types metal burst!)

EDIT: I got those switched, accidently. Before I mess up again: it's mirror coat that Tuft can learn, right.
 
Mirror coat is learnable by anything, yes. Magic coat is not. Negrek seems to have added it already, though; if it's mirror coat you want then I'll tell her to change it, but if not then I'll tell her to remove it and return your money.
