Sky attack looks to be exclusive to alar pokémon (plus Mew), so no to that for drifloon. Other than that, fine.

There are a few weird ones in Gen I, but even then the gastly line never learned it, i.e. no ghosts.

Not sure about that, seeing how Cincinno doesn't have any other punching moves...

I'll go for a yes, but there might be objections on Negrek's part.
