Any level is fine, but level ten would be perfect if that's possible. I have X, and Inkay isn't avaliable, I don't think.
 
I could give you mine, which is like level 24 and which is already EV trained in Attack and...I think, HP.

It is so! It's on the route between Ambrette and Cyllage, where you jump on those rocks. I saw it in yellow flowers and grass! I only ever see it during the rain, though, even though I go through that route a lot. So it might be either rain-only or way more common in rain.

I'm pretty sure I've seen it out of the rain! I also have X, so.

I've captured an Inkay in X without weather.

Qval, the only gen six Pokemon that are version exclusives are the Swirlix line and Xerneas in X and the Spritzee line and Yveltal in Y. Inkay's in both.

Oh! I had read somewhere that it was available in Route 8 (I think), but only in Y.
