Torterra Shell Hill was named for its uncanny resemblance to a torterra's shell. It is a massive, but low, hill that lies in the middle of a sea of tall grass, where it is not suggested the battlers go. It is not known which pokemon live in the grass (or if it is, the locals aren't telling), but it's possible they will attack the trainer's pokemon, treating them as prey or a threat.

The hill itself is covered in short grass, not too difficult to traverse. One one side of the hill, there is a massive tree whose leaves cast a large, comfortable shade where people might picnic if not for trainers coming to battle so often. On the other, there is a row of tall white pyramids made of rock, seemingly for no reason at all. A white line runs from the tallest and middle rock to the base of the tree, bisecting the hill. The middle of the line is turned into a large pokeball design.

Pokemon are sent out just outside the inner circle of the pokeball by default, so that time doesn't have to be wasted in traversing the battlefield.

Welcome to the scenic Torterra Shell Hill, a location favoured by experienced and new trainers alike. The battle today will be between moon-panther, an excited young woman, and Kusarigamaitachi, a strange genderless person. The battlers take their places and select their Pokémon! Kusarigamaitachi sends out it’s first – a Male Abra nameed Spoony, who settles calmly into the short grass, slitted eyes watching moon-panther eerily. moon-panther responds with a female Vulpix, Chaos, who bounds happily into her battle stance. Orders are issued, and the battle commences!

~~Round One~~

Spoony starts his actions first, carefully plucking a single short strand of fur from one of his arms and placing it gently before him, channelling his psychic powers into the strand, which suddenly takes on the form of an exact, albeit pale, replica of Spoony. The double settles in front of him, serving as a barrier to anything that may try to harm its creator.

Chaos, meanwhile, doesn’t really notice what Spoony’s doing, immersed in her own move. She creates several little balls of light and sends them swirling toward Spoony, but they only collide with his Substitute, which absorbs them as though they didn’t exist. Chaos pouts a bit when she notices, scratching at the grassy ground with her paw a bit in annoyance.

Spoony chuckles, not moving from his spot in the grass – it was quite comfortable, really – while he concentrates on what he is to do. He attempts to funnel his inherent weakness in the defensive areas, but the connection fails to take. Spoony looks annoyed for a few moments, but shakes it off as a minor inconvenience. Chaos, meanwhile, starts to build up dark energy in her small body, which is sort of difficult, but not too much so, letting the darkness flow outward from her body in a wave. The wave of dark energy washed towards Spoony, but his substitute absorbs it. The pale replica looks quite beat up now, but still remains faithful to its duty. Chaos growls low in her throat at the failure of her second attack, pawing the grass again and pacing a bit, narrowing her eyes. The real Abra find this quite amusing and laughs to himself, quite enjoying his foe’s annoyance.

After finishing a good laugh, Spoony locks in on Chaos’ mind again, this time sending powerful psychic claws into her mind, squeezing at the pain receptors. Chaos screams, her back arching and fur standing on end at the sudden pain. When the psychic claws disappear, she shakes her head, panting, to clear her mind, but anger filling in suddenly. She pours the anger in the four of dark energy into her paws and leaps at Spoony, but the doppelganger gets in the way again, this time shattering under Chaos’ paws.

Because Spoony's defense drop is an inherent deficiency and not actually the result of temporary decreases, it cannot be guard swapped or otherwise altered (i.e. with haze).

Actually, I think I'm going to errata that one so that Spoony is capable of dropping to -10 defense and speed instead of just -6 for the same reason. Thus the effects text becomes:

Effects: Whenever Spoony needs to get from point A to B, he teleports instead of running or any other type of movement. For short-range teleports (under two metres), he uses only 1% energy apiece and can teleport up to three times an action. Any longer-ranged teleports use 2%. If he uses a move that can combo with Teleport, he can perform the combo and use up only one action. In battle he behaves as though he has a permanent four-stage reduction to both defense and speed, but these stat modifiers are not treated like normal ones and therefore cannot be acted upon by moves such as haze or guard swap. These stats can still be increased or decreased by up to six levels, but for Spoony these two stats have the equivalent -10-stage minimums and +2-stage maximums. Any physical attacks are executed as if he has half his usual base speed, plus any speed modifiers.
He cannot be forced to forget or otherwise refuse to teleport any more than a usual pokémon would forget their usual method of movement in the middle of a battle; teleportation no longer truly counts as a move for him. If the opponent is otherwise able to prevent him from going intangible, if he requires the type of movement that would usually cause him to teleport, he can at most take several steps when

He fires a sharp jolt of electricity towards the red fox, the bolt striking Chaos’ flank. She yelps, expecting pain, but none comes, so she starts to leap forward at what she thinks is Spoony. But very suddenly, her muscles seize up and she collapses on her face, lying on the grass. Spoony chuckles at his foe’s plight.

After finishing a good laugh, Spoony locks in on Chaos’ mind again, this time sending powerful psychic claws into her mind, squeezing at the pain receptors. Chaos screams, her back arching and fur standing on end at the sudden pain. When the psychic claws disappear, she shakes her head, panting, to clear her mind, but anger filling in suddenly. She glares at him with hate, but her muscles are out of her control.

Safeguard to discourage any pesky statuses after the substitute is destroyed, followed by two Psychics. If she uses a physical move, Counter instead of Psychic if your sub is gone, but only if. Calm Mind if she uses Protect or it's impossible for you to strike her for any other reason, but still attack substitutes. Calm Mind instead of Psychic if she uses Double Team, but not instead of Counter; Counter shouldn't miss, anyway, seeing as it involves turning attacks against the one who used them.

Whenever you use Psychic, do the direct-mind-attack type, of course.
