2: Can you get infracted for bumping in a Sticky thread?

No, you cannot be infracted just for bumping a sticky thread. They're stickied precisely because they're still relevant, and bumping is only a problem if you are bumping something that is now irrelevant or otherwise outdated.

Obviously if your post in that sticky thread is irrelevant or spammy then you'll still be infracted for it, but that would be a spam infraction, not a bumping infraction.

It's preferred that you don't double post, yes. There's no reason to when there is a perfectly good edit button available for you to use. There are some situations in which it's okay, such as in an art/writing thread where you're updating even though no one else has posted to comment, or in Mafia because editing posts looks suspicious and is against the rules of most games. Basically, if you have a reason to make another post without waiting for someone to post in between, it's fine; if all you're doing is adding something like "Oh, I forgot to mention that..." then no, use the edit button.
