What's the criteria for an arena-based attack? Like, for example, the Elite mock reffing, in which a Machoke is ordered to throw a car into a Gliscor. Is it left entirely up to the ref's discretion, down to typed damage and damage/energy levels? Or is there even a skeleton of a formula to go by?
 
There are no guidelines for reffing those sort of situations; they're at any given referee's discretion. It is generally helpful to compare those sorts of maneuvers to attacks that do exist and use them as the basis for your calculations. Picking up and hurling a car is reasonably similar to seismic toss, for example. If it were a smaller object, it might be more appropriate to base the energy cost on fling, etc.
