R/B/Y Training Spots?

I've just caught a Dragonair from the Safari Zone at level 15. I taught him surf so I could kill Digletts in the Diglett Cave easier, but my Dragonair is levelling up really slowly.

Are there any better spots that I can train him? I've beaten all the trainers already that I could find, and I don't want to challenge the trainers nearby Fuchsia because they might have high-leveled Pokemon.

If this helps, my Dragonair is currently at level 18 and knows Wrap, Leer, Thunder Wave and Surf.
 
I can't really think of anything, no. Do note that Dragonair's in one of the slower EXP brackets: it's not going to level up much anytime soon. Diglett gives terrible EXP, though, so you might want to try just bait and switch somewhere higher leveled. ... hm, maybe Power Plant?
