So! I picked up the Pikachu-colored Pichu a while back and, because there is no Odd Egg (to my knowledge) in HGSS, figured I would trade it over and use it in place of an Odd Egg Electabuzz. Thing is, I only want to use it if it can evolve, because Pichu is rather useless (especially when I could get Ampharos or another Electric type that's available early on). I know the spiky-eared Pichu can't evolve; can the shiny?
 
The Pikachu-colored Pichu you received should be holding an Everstone, meaning that it can evolve and there's a reason that it shouldn't. From what I've read, it has to remain a Pichu in order to trigger the event in HGSS.
 
Keep it a Pichu anyway so you can trade it to anyone who didn't get the Pichu.
