Scuba diving, not to be mistaken with Scooby driving, is the act of diving aided by a scuba set -- meaning Self-Contained Underwater Breathing Apparatus. It also meant the only way for mankind to visit and survive inside this hostile arena upon which two trainers have decided to duel and one has decided to arbitrate.

As the trio slowly sunk below the steep cliff, an order to send out was issued. thunder sent out a spherical, metallic Pokémon with a single eye and two horseshoe magnets floating around it; Shadow Serenity, seeming to be slightly indignated, released an orange star-shaped echinoderm.

Both trainers made their commands, and the referee signaled for the battle of genders (i.e. the lack thereof) to begin. Much faster than its opponent, Koyomi opened the round by allowing its beautiful red core to gleam strongly, spreading a sheet of light in front of the whole body. In response, the aforementioned opponent charged itself eletrically -- which took some extra effort due to loss of electricity to the water -- before proceeding to smash its way through the Light Screen and against the centerpiece of its foe, sending it flying (or maybe swimming) backwards while spinning, to hit one of the rock walls.

Shrugging off the massive damage and recollecting its forces, the Staryu used the energy that lits its core to send off a weak voltage -- enough to disrupt the internal circuits of the opposing Magnemite, to the effect of paralysis.

It wanted to muster up a counterstrike, but it had no idea what a "magic coat" was supposed to be. Maybe the intention was to conjure a cold protection outfit out of magical power? How does one go about doing that? To cut its losses, the confused Pokémon simply chose to do nothing for a while.

As it stood idle, however, it began to notice that it was spinning. It looked below itself to find that its enemy was intentionally circling, which caused the water around it to form up a twister. Eventually, the magnet Pokémon found itself unable to swim out of the whirlpool. Frustrated, it charged one of its magnets, then shot an eletrical pulse at the starfish. It did no damage, but it did hinder its internal flow of water into a forceful metabolism slowdown.

As the round ended, the trainers could notice a spark spinning with the waters that locked the Magnemite into its position.

Veekun says no, but Serebii says yes.

So, I went into my SoulSilver version with my magnemite and found the move tutor, and thunder is indeed correct, Megnemite can learn Magic Coat.

Hm... Funny, usually Veekun and Bulbapedia are more reliable than Serebii, not the other way around.

Well, do you guys want a revised reffing, or just changing the end of round stats would be fine?
 
I don't mind if you just change the stats, if it's OK I'd like to wait to see the stats before commanding.

It looked below itself to find that its enemy was intentionally circling, which caused the water around it to form up a twister. Eventually, the magnet Pokémon found itself unable to swim out of the whirlpool. Frustrated, it charged one of its magnets, then bashed the starfish by hurling the aforementioned magnet. The wild swing couldn't aim for the core this time, instead striking one the edges. The damage output was still grievous, though.

As the round ended, the trainers could notice a spark spinning with the waters that locked the Magnemite into its position.

First use gyro ball but if that won't work because of protect/substitute/trapped in whirlpool etc just chill next use facade unless it protects etc in which case chill finally create a 15% substitute

Okay, Koyomi... Gyro Ball should do practically nothing since you're paralyzed, nevermind the not-very-effectiveness of the steel type anyway, so wait until after it attacks, and then go for a Double Team, and try for as many clones as you can... I really hope being underwater won't screw with them somehow, since you're a water type and all. Anyway, since Thunder Wave failed earlier, use it next. Then, if Thunder Wave failed last action because of paralysis or whatever, get it in now, but if Magnemite is somehow faster than you and gets a Sub up, just blast it with a Hydro Pump. Finally, if Magnemite is already paralyzed and you're faster, I want you to use Psychic. Your main goal here is to see if you can somehow prevent Magnemite from creating that Substitute, but if you can't, then don't worry about it, just cause some damage.

Issuing commands underwater was a hard task. How was it done, you ask? Oh, come on, ask whoever came up with this arena, not me.

Koyomi was in dire straits. It tired to move as ordered, but it just couldn't muster up the speed needed. It could do nothing but lay stiffened while being struck by an opponent that decided to spin with the whirlpool.

What was initially merely a roundabout to trip faster Pokémon, however, suddenly determined into a combination of hateful horseshoe magnet pummelings. The Magnemite unleashed the fury that it was previously repressing and that was caused by the whirlpool. Nothing compared to the rage something like a burn or a paralysis would cause, but, anger nonetheless.

Even the Facade attack didn't manage to spring the Staryu back to movement, however, and it could only (somehow) watch as its enemy formed a likeness of itself out of the swirling waters by chanelling lifeforce.

Oh my, that was... unpleasant. Sad thing is, I was going to use Staryu's ability to get rid of that until I found out it takes the whole round to work and not just an action. Perhaps I should have gone with it anyway. Ah well, live and learn.

Okay Koyomi, let's see what we can make of this situation. First of all, if you're ever fully paralyzed, Chill. Yeah, I totally forgot to mention that last round, what of it? D:

Okay, lets start with Minimize. Smaller target plus underwater advantage is good, yes? Then get rid of that substitute with Hydro Pump. Should you miss, or the Substitute is still up, lets see what happens if we Surf underwater, but if its destroyed, try Thunder Wave again.

A stiffened Staryu and a trapped Magnemite... Doesn't sound like a hell of a matchup, but, both Pokémon were probably up for putting up for more of a fight than they looked like they could.

thunder's Pokémon opened the round by using its magnetic powers to fetch a chunk of steel and use a special technique to give it magnetic and explosive proprieties, afterwards tossing it at the unmoving target... To less effect than probably expected, as damp conditions can really make a bomb useless. The move's target made no proper counterattack yet, instead merely shedding pieces of itself in order to become smaller.

The magnet had yet to be rendered weaponless, though. It let out an incredibly loud ping that would have had an easier time swiping its way across air, but didn't fail to reach every ear traveling through water. Koyomi didn't quite have an ear in the first place, but somehow, it was affected -- moreso than the humans whose hearing systems were somewhat well-protected by the thick scuba gear -- and dealt a severe disorientation.

Despite the dizziness, the Staryu still managed to land the attack correctly when it attack with a massive burst of water -- aided and hindered at the sime time by the presence of water all over the area -- which shattered through the Substitute almost effortlessly.

Expecting trouble, the Magnemite readied a mirrored sheen all over its metallic surface. However, it had been unecessary -- for the remainder of the round, its foe was having a hard time coping with its messed-up balance, and even bumped into the ground at one point.

Additional notes:
- I reduced the amount of damage caused by Magnet Bomb a good deal because exploding stuff underwater isn't exactly effective. Though, unlike what the reffing may imply, the attack still did some damage.
- Although the opposite was far likelier, Supersonic didn't miss.
- Hydro Pump broke the Substitute on the second action.
- Koyomi hit itself on the third action.
- thunder attacks first next round.
