Zilina is a city inhabited by humans and their Pokemon. Situated on a river and nestled between great mountain ranges, it grew into an important factory city.
However, one corporation (often known simply as 'the Corporation') was able to rise above it's competition, buying up Zilina's industries, resources, and transport. Eventually, the city's government was bought out and marginalized, turning Zilina into a corporatocracy.
The ruling board of directors had a plan drafted that would transform the core residential areas into an 'upper city' whose residents, anybody that was not a lower-class laborer or factory worker, would live at the highest standard of living possible, living comfortably surrounded by high technology and freedom from industrial pollution.
However, the majority of residents in the city would be kept in impovershed working-class housing, consisting of the older city sectors not deemed suitable for the project, and newly-built large, overcrowded tenements that sometimes stood far too close to the factories. The most care the Corporation gives to the 'lower city' is constant surveillance to ensure that workers work and live in a 'positive enviroment'.
This project became known as the Sigma City Project, and most of it has been completed, with Sigma City a gleaming upper city rising above the poor masses of laborers below. It is tiered for different sorts of residents. The tiers form concentric rings. From the outermost ring inward, they are for: clerks, security workers, and scientists; government officials; deparment administrators; and finally, the board of directors and their families. Everyone else lives in the squalid 'lower city', where conditions range from barely tolerable in the new tenements, to inhospitable in the old city. While Sigma City's residents 'work to live', old Zilina's residents are made to 'live to work.'
Resistance is present, however. Many laborers' movements combined to form the 'Worker's Vanguard', a resistance group that fights the Corporation. They usually hide out in the lower city and prove to be a thorn in the Corporation's side in a myriad of ways. They are mercilessly hunted by the Internal Security Department, who often post, ineffectual, rewards for capture of members as well as ordinary violent methods. A few years ago, they successfully organized a mass riot, which got about a sixth of the laborer population killed, mostly because Internal Security rounded up and killed many laborers, regardless of whether or not they were rioting.
Also active is Team Galactic's Zilina Branch. They were about to corner the energy market with their research, and thus have a shot at taking Zilina for themselves, but were squashed by Internal Security after an exhaustive operation of searches and executions. However, they managed to sneak away into the shadows, and operate in opposition to the Worker's Vanguard and the Corporation. Team Galactic cannot hope to challenge the Corporation as they are now, though. Nor can they afford to face the Vanguard in open warfare. They mostly perform smalltime operations against both sides, however some say that they are bringing in more and more reinforcements every day.
There are two major genetic experiments of note:
Project 2884, or the Hydra Experiments, successfully created hybrids of humans and Pokemon. The new mutants are used as heavy-duty laborers and specialists in Zilina's industries. They have powers from their genetic splicing, but they are weaker than those of a normal Pokemon. The hybrids are constantly viewed with suspicion by Internal Security, who maintains stricter laws for hybrids than for normal humans. They are also found in Sigma City as pets or slaves of the residents.
Project Empath tampered with Pokemon genetics. The objective was to create Pokemon that had elemental powers beyond what their species was normally capable of. Pokemon which were normally one type could be enhanced with a second type, and Pokemon with two types could gain a third. They were also evolved to be able to speak with humans, and are either employed by Internal Security as elite guards, usually partnered with a human operative. Some, however, are reported missing, and suspected to have run off to join the Worker's Vanguard, or have been kidnapped by Team Galactic.

Biography: Radovan is the son of a department head, though he chose to work Internal Security early on, despite his father's protests. He got the job easily, and hasn't done much since, besides changing roles from an ordinary beat patrol to a special investigator. He lives in a comfortable condominium in Sigma City.

However, the trial phase ended and she was placed into service under Internal Security, assigned to Radovan as a partner.
