Yes

Could Gastly separate its core from its gas for purely visual effects, or is the dissipation in relative distance from the core?
It's relative to the distance from the core. Gastly could separate its core from the outer gas a little bit, but it would start to fade rapidly with the amount of distance between them.
 
So Gastly's core doesn't produce gas? If it did, could it be told to stop, and just for shits and giggles hide amongst a rack of bowling balls?
 
Therefore a Gastly separated from its gas would for all intents and purposes be a black sphere for two minutes?

Also, can it be ordered to stop producing gas?
 
It would be possible for the pokémon to have enough exp going in, especially if they've already evolved once, but just hadn't battled with the necessary item yet.
