It took a fair amount of energy, and he wasn't immune to his own flames, but he was satisfied with his progress for now.

This is a signature move, not an attribute, really. A signature attribute doesn't need to be "turned on."

Story on day my blaze had fought a glaceon and got hit directly by an ice beam the "charizard chills effect" happened. execpt blaze wasn't hur and the ice flame becam permant and yopu have it

I'm afraid the signature attribute quite poorly conceived. Please do your level best to use correct spelling, grammar, and punctuation. The reasoning behind the attribute is extremely poor, and the effects make little sense (the only thing that changes as a result of conversion to the ice type is an ice-type ember? What about all of Blaze's other fire attacks?). When posting a signature move/attribute, you must also include all of the pokémon's usual registration in addition to the move--I would have no idea you were talking about a cyndaquil here if you hadn't mentioned it towards the end of the effects.
