Move Mod: Fountain of Sparkrain

Before he was caught by the ASB Leaugue, Cole was having trouble using pure fire attacks, such as Flamethrower and Firespin. All he could make were sparks. He eventually honed learned how to use normal attacks, and honed his former disadvantage into a move, called Fountain of Sparkrain. Cole summons the power of his inner flames and, tilting his head up, shoots gold-and-red sparks in great numbers far into the air. This causes a weather effect, alike in looks to rain, only made of minute flames. It causes 1% damage to all non-Fire types on the field per turn, 2% damage to all pure Ice types per turn, and no damage to Water types or Fire types per turn. As this move requires some level of concentration, it takes to actions to use, and any particuarly jarring moves, like Take Down, can interupt it. It stops after five rounds.

Type: Fire / Weather / Base Damage: Depends on the target's type / Accuracy: 90% / Target: All / Energy: 8% sounds about right. / Duration: 5 turns.
Effects: 3% chance of burn.
Usage Gap: 5 rounds after it ends.

I hope I didn't forget anything.

...did you mean two actions to use?

You're using turns instead of actions or rounds. "Shooting weak red and gold sparks in the sky" doesn't sound likely to cause five rounds' worth of fire raining from the sky in any case. If you're going to put base damage as dependent on the target's type, you need to state the type differences in the effects section.

Is the burn chance per action or per round?

How much damage is dealt to water/ice dual-types?

Where is this coming from? Is it a gift? Are you buying it? There are no links anywhere in that post and you can't just make up a Pokémon for free out of nowhere.
