Iirc it only takes an action if there's considerable distance/the intercepting Pokemon is considerably slow. I believe you could, say, fire off a Mega Drain while intercepting a Water Pulse or something to that effect. Provided you're not confused or anything.

As The Omskivar implied, it might or it might not take an action; it would count as a conditional.

It won't take an action if the pokémon to protect is close and the action given for the protecting pokémon is one it could plausibly use while moving or shortly after arrival--nothing like focus punch, for example. It also can't move again, so unless the pokémon getting blocked is going to be running up for a contact attack or is already very close to its target, the blocking pokémon won't be able to make a contact attack against anything the pokémon it was supposed to be protecting during that action.

Aquatic mammals will be able to stay underwater long enough to rest the full duration.

No to both. A signature move is unlike other moves in that only the pokémon it belongs to can use it.

Unless you were to have a signature move or attribute that in some way allowed its bearer access to others' moves or attributes.

Yes, false swipe is more or less fake out, but worse.

Oh, I think I see where the confusion is: false swipe is weaker than fake out in that it has no priority and is a weaker disruptor. However, it works more than once.

No. False swipe doesn't cause flinching at all.
