...the towns in R/S/E are red and blue on the Hoenn map? What do those colors mean?

I still can't figure it out for myself =P
 
Some small places are red, and Lavaridge, which has a gym, is blue. I thought of that, but it didn't fit.
 
I think that the blue dots are the places that end in "Town," and the red ones are the places that end in "City."
