I'm planning on buying it soon and I want to know how much it is. Do they charge monthly fees? And which should I get?

vBulletin (Owned License)
The owned vBulletin Forum license allows you to run the software on your site indefinitely. Along with this license, you will receive one year of free updates. Beyond the first year, a nominal fee of $60 (or $40 if purchased within 60 days of the license expiring) is payable to obtain updates for an additional year.

This license includes free support via email and on the community forum. Phone Support is not included in the license price but may be purchased for an additional cost either at the time of initial purchase, or afterwards through the Members' Area

vBulletin (Leased License)
The leased vBulletin Forum license allows you to use the software on your site for 1 year and gives you access to products updates for that year. After 1 year, you must renew your license or remove the software from your site.

This license includes free support via email and on the community forum. Phone Support is not included in the license price but may be purchased for an additional cost either at the time of initial purchase, or afterwards through the members' area

And can you download it as many times as you want?
 
owned is $180 (+$60/year for updates beyond the first year), leased is $100/year iirc

if you plan to run it for more than a year you want the owned license, also note that you don't need to pay the $60/year to keep the owned license, that's just for the updates (which would not be a bad idea; also $60/year is nothing)
 
And no, they do not charge you monthly fees. And you can download it as many times as you like, but your license will be revoked if you are found to be running multiple separate forums on only one license.

Are you really sure you need vBulletin, though? Paid forum software is pretty extreme for any sort of beginning forum.

$300 vs $180 is no contest, also remember that you aren't forced to pay the update fee and from what I remember you don't have to pay it every year, like for example you could just buy the license and then, if vB 4.0 comes out in 2010 you could just pay the $60 to get that upgrade
