Get the gold teeth from inside the safari zone (they're near the house where you get surf) and then take them to the warden in fuchsia city (I can't remember which house he's in, but I think it's one in the south east)
 
The Warden lives in the house nearby the Pokemon centre (not the one next door, the one that's near the ledge you can jump over).

I'm not very good at explaining, so here's a pic- I circled the Warden's house.
Don't forget to use strength on the rock in his house to get a free Rare Candy!
 
I got it already, before you replied ^^' I completely forgot about the warden until after I defeated the Psychic gym, thinking the Psychic gym gave me Strength permission, but it turns out it's the Grass gym. Thanks, though.
