I know that with Eviolite this thing can sit with impressive bulk, and any healing is easily covered by Recover. Ice Beam/T-Bolt covers anything not Lanturn, which is where Tri Attack comes in. Smogon suggests bold or quiet, and often this guy as being on a Trick Room Team, but as this is a stand-alone I thought a little more offense would be nice. With all his moves having either 10% Burn/Freeze/Paralyze, there's a chance he might even inflict a status condition. Modest to boost an over-impressive Sp. Atk so that it'll top out nicely.
It's the literal form of a tank. Slow, bulky, hard to kill, and with ranged attacks...
