Remaking a thread

Hello, My IPod seems to not like the search feature and isn't letting me use it properly.

Anyway, I thought of a thread people might take interest in and I checked to see if it existed and it did, but it was posted on last in 2009 and the thread creator has been inactive for a few months now.
So, what would I do about remaking it? Do I contact a certain level of staff with a link to the old thread and wait for permission or decline? Or would I ask them and they do a "bump" on the thread? Or just let it rot in inactivity?
Thank you for help and I apologize if this has been answered, I couldn't find a thread though, honestly, I kind of just skimmed.
 
Just go ahead and remake it, I'd say, don't bump the dead thread. You shouldn't need to contact anyone.
 
Feel free to just remake it; nobody's going to yell at you just because somebody made a thread about the same thing in 2009.
