As soon as you register, you can take part in some of the happy fun things at the forums such as posting messages, voting in polls, sending private messages to people and being told that this is where we drink tea and eat cod.

Question: I want to Use MyBB for a forum on my site but it's all in PHP and neocities doesn't support PHP
you’re not going to be able to host a forum on neocities, it’s just not really made for that. there are plenty of free forum hosts you could use and link to your on main website though—maybe take a look at tapatalk?
 
If you really really need a proper PHP/MySQL stack, 000webhost does have a free tier. You don't get much space and you have to keep logging into the control panel to stop it from expiring, but it does work.

Otherwise you're starting to go into the realm of needing to pay for hosting.
 
i'm thinking of having a little donation spot on my site so i can eventually get paid stuff.
Xenforo, a custom domain, some other web host...
