If I recall correctly, you can find them on wild Sneasel. The one I caught was holding one...

EDIT; Nope, I was wrong. It's called the Razor Claw, and you can find them on Route 224 and Victory Road, or buy one at the battle tower.

Edit: -swears- I just saw where R224 was... But that's okay. I spent like half and hour looking for the Claw in VR, and I got it! -snuggles Weavile-
