Evolve the Buizel. I once had the same thing, a high level unevolved that could be evolved. With the rest of my team being in their final stages little Buizel seemed a heck of a lot weaker then he was. I evolved and now he's actualy the second strongest on my team.
Add a grass type. I recomend Roserade or Breloom. Either one would work well as an attacker.

Other than that it looks pretty good. Nice Jolteon. :3

Um. Ok, first dump Hydro Cannon. Ice Beam or even Flash Cannon would be better. Same with Waterfall and Hydro Pump. Get rid of them and give it Surf and Grass Knot. That's for a special Empoleon, at least. I can't help with physical since all of mine are special :/

I assume this is in-game, so I'll forgive Fly, but replace Sandstorm for Earthquake, and Dragonbreath with something like Crunch.

Jolteon really sucks at physical, give it something like Thunderbolt/Shadow Ball/Hidden Power and another move. If the Hidden Power is a good type, like Grass, water, or ice. If this is on platinum, there's a guy in the Veilstone Prize Exchange who can tell you what type it is.

It's ok. I myself use Waterfall, but to each their own I guess.

As for a sixth member, you have a HUGE grass/electric weak, so something that resists both of those (Jolteon is a start), I recommend a fire type, like Houndoom or Magmortar.

If you have to include the levels, you know you're not talking about competitive battling (almost always).

While you could stand to add something to handle steel-types, a blaziken would only add to your three ground-weak pokémon. Not that it matters for an in-game team.

-Double Kick
-Last Resort
;on jolteon, and replace them with anything you can find which isn't physical.

I'd replace;

;on Flygon with earthquake
