So, regardless of how things would logistically play out, do you intend to just declare the crowd would be too large for the police to arrest all at once? I imagine once backup gets there they could manage to arrest five hundred or so, but that would be an oddly large crowd for a rather poor and unprofessional speaker, but it's easier to imagine the crowd if the chaos only has to happen until backup gets there and only has to be difficult for the police until then.

Well like if there were ten people in every ring regardless of diameter, the crowd might be eight people deep, which doesn't take all that long to either pass by or arrest. But even that can't happen, so the crowd's probably less deep.
If you don't want to deal with the numbers you previously decided, can we increase the size of the crowd to 200 or so? Less than a hundred made sense if they were all in one direction but if it's all around the stage, not so much.
*Looks at allitersonance's comment.* That's actually a good point. But seriously, you guys got yourself into a bit of a trap. Maybe some 'main character' magic?
... my high school had a stage bigger than a classroom so er.
But ten people couldn't barely form a closed ring around a stage like you describe, and outer rings would have a larger diameter, so even with loose crowd structure the crowd's going to be like five people deep. With a decent amount of room since people are throwing rocks, and are brawling with each other, I guess, but pushing people away with force or fire won't stop that.

When in need to clear a crowd, either scream "FIRE" or turn your arms into flamethrowers.
It's got minimum six people on it right now, doesn't it? The Avatarists plus Togei, Adelé, and Kaskae, with nobody being like "ew I'm breathing Neo-Equalist"? And more people thinking they have room to come on? It can't be that small.
The bigger thing is that eighty people doesn't seem to be a lot for the metalbending police, who can easily fence in people in groups of 10-15 and arrest them all at once.
It's not hard to climb - in ep8 it looked a bit higher than waist-high and they'll be mimicking that - but you'll be climbing into the crowd. Mind, if the crowd is more in a circle around the stage, the fences will have to be built in sections to separate and push the crowd away.
If it started around 60-80 people and is surrounding the stage, the crowd must be either fairly short or else fairly sparse, though.
Oh, right, I forgot that the firebending demonstration was deleted.
Far be it from in my interests to help you filthy Neo-Equalists, but... is there a reason you can't go to the sides or off the back of the stage instead of through the crowd? Mostly I'm assuming the audience was in front of the stage, but since it's a "makeshift stage" in the middle of the plaza I figured there'd be other options. Also um I had the police put up a fence... you could say it's still in the process of forming if you want to get past or something, but.
Hope you don't mind me directing the police a bit, since you're not - mostly I'm trying to follow canon tactics, but.
(And I don't know if you intend for Rai's firebending to be successful, but if people aren't backing down at being hit with sticks plus threat of arrest, fire - which apparently doesn't cause burns (unless you need cool scars) or much non-concussive damage in this 'verse - is going to be a liiittle less useful than Kaskae expects, I think, unless it's literally being used to push people aside, in which case you've still got to cover your back.)
Ah, I thought that he was laying low regardless due to police being after him or something. But okay. -
