Arceus should have known. Of course the first priority of anyone in Asber, when faced with new situations, is to hold a Pokémon battle in them.
The battle starts in Beaufort, North Carolina, where Hurricane Irene first made continental landfall (sorry Puerto Ricans) as an F1. At the beginning of each subsequent round, the battlers change location to where Irene was 12 hours later (so round 2 would be held in Virginia Beach and round 3 in New York City). By magic. If Irene was in the middle of the ocean, the battle moves to the piece of land closest to where Irene was.
In the midst of the hurricane (around the eyewall), debris is going to be flying around and has a 20% chance to strike a battler for 5% damage, each action. Thus, both battlers may be struck by debris in a single action. The howling winds reduce the accuracy of sound-based moves by 60% (if a move has a negative accuracy after this reduction, it has no chance of working) and the power by 2%. Flying-type moves are impossible to use, and any attempt to do so will result in an instant KO to the user. All non-sound-based moves have their accuracy decreased by 20%, unless they're never-miss moves. There will be perpetual rain, and any attempt to change it will be ignored.
After round 3, Hurricane Irene is downgraded into a post-tropical storm. The winds are not that strong, and debris has only a 5% chance to strike a battler for 2% damage, each action. The winds are still going to be howling; however, sound-based moves will only have their accuracy reduced by 20% and power by 1%, while non-sound-based and non-flying-type moves no longer suffer the decrease in accuracy. Flying-type moves may be used, but they will cost twice as much energy to use and be half as accurate. Rain will still be falling.
When Hurricane Irene is downgraded into a post-Tropical depression, all effects will be dropped except for the rain.
If the battle is still ongoing when Irene is completely dissipated, the battlers will find themselves stuck in Iceland, which is, according to Ruby, Sinnoh. Thus, all Pokémon introduced in gen IV will gain a +1 boost to their attack and sp. attack. And Butterfree will be there, making the whole atmosphere radiant with joy, so that each battler will have a 5% chance each action to ignore its trainer's orders and get Butterfree's autograph, which may be sold for $1 at the end of the battle.
