Nope, only actual status conditions. (Incidentally, I'm not sure if MF meant it to be major status conditions only, but while I am channeling him I will say that minor status conditions also count, as in the original arena.)
Severe starts off at 50%. The chance goes down by 5% each time the Pokémon passes its confusion roll or hits itself in confusion. When the confused Pokémon is damaged by a move that does more than 5% damage, its confusion chance is decreased by the damage that move did rounded up to the nearest multiple of 5.
Yes. The item will just be randomly chilling there in the middle of the battlefield, though.
