Yes, I've been playing Black version since the day it came out, and I didn't get to Black City until yesterday. I've read about it, but it doesn't look like it should... It should have a minimum population of 12 people, but I see absolutely nothing in it; there's only one person in the Pokemon Center and that's all.

I think the dark blocks in the upper left corner of the city are supposed to be buildings, but I can't figure out how to get into them. Maybe there are people in there. So what's up? How do I raise the population and... add buildings or something? Or how do I get into the buildings in the first place?
 
Same thing happened to me. However, you're actually supposed to get to Black City as /fast/ as you can (I thought you had to wait around 45 days or so), otherwise everyone will leave. So yeah, the only way you can get people now is to get people from White Forest to move there.
 
Darn. I guess that's what happens when you have to do so much level grinding. I can't believe how much of that I had to do in the game, especially right before the Dragon gym. :<

I tried using the Entralink, but I can't figure out how to get it to work and to bring me into White Forest. I stood on the bridge when my sister was in her own world outside the Entralink, and then we both stood on the bridge at the same time, but we couldn't get our DSes to communicate... I'm not really sure how it works.

One person has to be outside the Entralink for it to work. Took my sis and I a while to figure that out too ^^;

OK, so I looked that up. It took me a moment to figure out how to actually go to White Forest (apparently I have to start a mission to be able to go anywhere), but I managed to talk to three people and get them to come to Black City.

So the people are in Black City now, and there are more buildings... what do I need to do to get more people to come?
Also, if I battle the people, they say vaguely that they're going to leave. So should I battle them or wait until I have more people?

I'm not completely sure. I tried tapping on the cities before starting the mission, but it wouldn't let me teleport. I might just not have been doing it right, though.
 
You don't need to start a mission. Basically, you talk to those people and you extend an invite to come to the city or forest. Usually the people that would have normally been in your game will be in the forest or city, allowing for easy regainment of the trainers you ought to have. Those particular people won't ask Yes or No.

The White Forest and Black City stuff is confusing to first-timers and a proper techy analysis of it would be really appreciated. Of course, who could take the time to do such a thing?
