Casri emerged from his hollow in the side of Mt. Silver, leaning forward to stretch his neck, and then took flight, soaring over the rugged and rocky cliffs of Route 23, arriving at Indigo Plateau a few minutes later. Spotting his landing site, he slowed down, fluttering downwards to a high, smooth platform that he had selected as his center of authority. His deputy was already waiting for him when he touched down. Somehow, the Marowak was always there he was, no matter how early it was, to Casri's private chagrin. Pushing those thoughts aside, he opened his beak to address his deputy.
"Paro. I trust you have done your work?"
"Yes, Kasaro. I have told the envoy all that she needs to know."
"He is to say that it is a peace and neutrality agreement, and provide no specifics? To ask that the meeting place be east of Pewter, and to act...Hah...respectful?"
"Yes, Kasaro, sir, all of that. I have told him to come here before setting off. He should be arriving-there!" He exclaimed, gesturing to the purple bat approaching them at a rapid pace-perhaps eager to show up and then leave as soon as she could, the Skarmory noted amusedly, giving the Crobat a scrutinizing glance. "You are the messenger I have asked for, correct? I do hope you know the way to Saffron. I wouldn't enjoy having to get some other messenger."
Gulping invisibly, the Crobat nodded quickly, while furiously flapping her wings to stay upright. She didn't know the exact way to the city, but she wasn't going to admit that to her leader, and she had a good idea of its location anyway. "Very well, then," Casri said. "Go off, then." He watched the Crobat fly off, slowly shrinking to appear like a tiny dot in the sky. She would hopefully be at the supposed capital of Kanto in an hour or two.
Meanwhile behind him, Paro was steeling himself, fingering his bone. Finally, he spoke up. "Ah, Kasaro? I...have a question." The Skarmory turned around, eying the Marowak with his usual inscrutable look. Taking his silence as a cue to go on, he continued. " I...don't exactly see why we are pursuing these agreements. Surely we can stand up to anyone?"
It was true, Casri reflected, that his decision to seek peace with the two sides wasn't exactly popular. Many wanted to continue fighting, and were more than a little confused as to why he had suddenly changed their direction. "Stand up to them, yes, that we can do. Make any progress or gain anything, on the other hand? Not possible. What with the two sides being so keen on destroying each other, we'd likely just be caught in the middle and bleed to death. No, I think staying out for the moment is smarter.
"Besides," he smiled, working his wings to take off, "Treaties do not have to be eternal."
