How do you make a Let's Play?

ROMs are kinda illegal, so I can't help you there, but if you want to do a video Let's Play, you're going to need a screen capture program. CamStudio is probably your best bet for that.
 
Well, it honestly depends on the game you're trying to play. For GBA, I personally use VisualBoy Advance.
