Idk, we need someone to start it up first.

I say Spain starts it for imposing cripplingly strict tariffs on paella exports. But never gets involved.

Then, Germany, the greatest consumer of paella in the Western world, gets pissed off and invades Spain. France intervenes and cuts off all croissant sales to Germany, infuriating them more. England steps in and threatens action if Germany attack France, and Austria, Russia and Italy side with Germany because, well, that's just what Austria, Russia and Italy do.

The stage is set for the Third World War.
