Splice any 'baby' Pokemon (such as Buneary, Cleffa, Pichu, etc)with Rayquaza!
Be sure to use the baby Pokemon as the base!

Right, now I get it. A Baby Pokemon is a Pokemon that's a pre-evolution of a Pokemon that came in a generation before it, except Togepi (who is a Baby Pokemon who does not fall into this category).
 
@Gardevoir - No, it's just the lowest possible stage. Baby(Eg. Elekid)->Basic(Eg. Electabuzz)->Stage 1(Eg. Electivire)->Stage 2(Eg. Machamp).
