No, it will keep trying to use the move. Direct attacks may decrease the length of encore, but probably not by much (since it's only three actions anyway).

If you mean "does the effectiveness of encore drop with repeated usage," yes. Otherwise I don't know what you're asking.

No, and the move would fail and the Pokemon would have wasted some energy (not health though).
