No, it really is an old DBZ meme. I, and I assume Squirtles (and the rest of humanity), can't explain why it's so popular. Search for the phrase on Youtube and you'll see where it came from. I also recommend knowyourmeme for any other bizzaire-yet-popular phrases you're confused about.
 
Wasn't it a mistranslation?

In this one episode of Dragon Ball Z, the evil characters, Nappa and Vegeta are fighting the good main character, Goku. Vegeta has this doohickey that can tell you how strong someone is, or their "Power Level". Nappa, not quite so well equipped as his cohort, asks Vegeta what the scouter says about Goku's power level. After a pause (the scouter calculating Goku's power), Vegeta yells in the Japanese version "ITS OVER EIGHT-THOUSAND!!" However, when the English translators were doing their job, they misread 8000 as 9000 (it was written out, you understand). Everyone in America who watched the show in Japenese noticed this when the episode aired, and that became the joke, as it is.

At least, that's what I've come to understand. That might be wrong.
