Strigiformes (Male)
Ability:
Insomnia
Approval

Body Mod: Acrophobia
From hatching, Hoothoot are kept firmly in a nest which encloses them entirely, with only one opening to enter and exit. The young Hootlets are allowed to fly out as soon as they believe themselves ready, and if they're wrong the mother Noctowl is always at hand to catch them. Strigi's first flight didn't go quite so smoothly.
The second he looked out of that tiny hole, he felt a dizzying sensation sweeping up from his feet to the top of his head. Retreating into the safety of his nest, he shivered and shook until he felt able to ask what he had just experienced. His mother told him that it was known as 'fear of heights', and that all Hoothoot and Noctowl that suffered from it spent their days locked in their nests, unable to hunt and reliant on others.
Strigi wasn't going to let this happen to him. With his eyes firmly closed, he had his mother take him down to the ground. Determining that he was safe, he peeked out and saw a wide world, full of wonder and beauty. He vowed to learn to walk as well as - no, better than - any other Pokémon. And he practiced... and practiced... and practiced... he even used both legs. With all the practice, he found himself to be incredibly proficient at running and even able to achieve a short glide about half a metre above the ground for short periods of time, given a good run-up - that being not high enough to trigger his acrophobia. Later he was captured by the league.
Effects: Strigiformes is no longer a Consensually Flying Pokémon and loses his immunity to Ground-type moves, though keeping the Flying-type's other weaknesses and resistances.
On the upside, his constant practicing with running has left him fast, leaving him with an effective +2 modifier on speed as long as he is on the ground, which can be raised and lowered as normal but is reset to this by Haze and similar. He loses this boost when he is gliding, though immediately regains it upon landing.
Also, several moves are performed slightly differently as a result of his lack of flying, those being Steel Wing, Fly, Sky Attack, Wing Attack and any other attack he uses that the ref decides would involve him flying. He must use these by getting a nice long run-up and then gliding (and probably flapping his wings occasionally to stay airborne) to attack, so he uses slightly more energy for the run-up (decided by the referee) and it gains a priority of one lower than normal, since running up takes time.
Finally, should he already be gliding when a ground-based move (like Earthquake) is used, he will be immune to it as a normal Flying-type would; should he land during the attack he takes damage as normal.

So. Too overpowered? Too underpowered? Possibly better suited to my Swablu?

I guess this looks okay, yeah. Approved.

Re: Pokémon Registration Office

I think I might be being too hopeful with these stat reductions, but, it's better to get a few rejections than get it approved with more stat reducing than necessary.

[Random Number God] Shuppet (M)
Ability: Frisk
Signature Attribute: Chance Manipulation

Random Number God and some friends of his used to hang out below the eaves of a spiteful man's house, eating off his negative emotions. The man, who tolerated their presence (or simply never noticed it), was an old trainer-turned-battle scientist who retired after his studies were long ignored by the ASB's niche. Accompaining the man's life, the Shuppet pack had plentiful access to his research.

The man's latest studies were extensive, tiresome experiments that attempted to unveil what trainers had so far called "dumb luck", to understand what set the odds for attacks' secondary effects to kick in, as well as the effects of certain conditions, such as confusion or paralysis. Eventually, because of how far he was ignored, he had to cancel his operations on that area; after all, somebody had to keep the resources coming.

The man never managed to finish his research, but the horde of Shuppet was intrigued by it. The day a need for battling arose, they put whatever they learned to practice, perfecting the secrets to altering the "odds". Random Number God was particularly intrigued by these, and obssessively practiced the techniques until he could alter every move he knew. Still, it's very hard to remember and apply every one of these techniques, and it tends to take a toll on the user.

Effects: All moves used by Random Number God after this one will have x1.5 times the chance of activating any secondary effects, as well as boosting critical hit domain by one. Any time Random Number God uses a move that he has not used since the activation of Chance Manipulation and that is affected by it, he will move last within the priority bracket, in order to remember clearly the "odd"-boosting procedure. Because performing this attribute is tiresome and difficult, Random Number God will usually not be in his best mindset, having a starting 1- Special Attack and Special Defense. He still can only reach 6- and 6+ with stat boosts, and these reductions will be default, meaning that, if Random Number God's stats are neutralized, said reductions will be in place.
Forgot to mention it the last time, but the "negative priority the first time an attack is used" would be a serious pain to keep track of it. I think you ought to get rid of it.

Needs a bigger drawback.

mareep
[Jaune] Mareep (M)
Ability: Static
Bank.

Signature Move: Electric Shield
When Jaune was just a small Mareep, he was a very curious Mareep. One day, he stumbled upon a hostile adult Flaaffy, who proceeded to attack Jaune by tackling him. Jaune, who was very scared, without thinking, used Thunder, which had been recently taught to him by his mother. But, instead of striking the Flaaffy, it solidified around Jaune, acting as a shield. The Flaaffy was thrown back, and ran off in horror. Jaune was shocked by what he had been able to do, so for the next few weeks he vigorously practiced this by having his mother, although reluctant, try to use Tackle on Jaune. He was hit a few times, thought it was soft hits, but he managed to make it more powerful. Unfortunately, when he realized this, he accidentally paralyzed his mom. Thankfully, it wasn't permanent.
Type: Electric / Stat: Special/Accuracy: 100%/ Target: Self / Energy: 9% / Duration: 2 actions
Effects: Jaune spends one action preparing the shield, and on the following action lets it loose. It makes a shield that faintly glows with electricity, and makes a dome about a foot wide and a foot tall. Any enemy who touches the shield is affected as if it were hit by Thunder. They are thrown back by the force of the shield. 20% chance of paralyzing the opponent.
Usage Gap: Once per battle

So, how is it?

So, how is it?

There are quite a few things that need improving. First of all, you need a better explanation as to why the Thunder formed the shield like that. Second, it's not stated in the effects whether the opponent's attack fails - my guess from the description is that it does, but yeah, you need to add a note in there. Also, what about projectiles? Do they bonce off the shield? Do they pass through, albeit weakened? Finally, are ground-types affected by this shield? I'm guessing they don't get damaged, but can they get thrown back?

[Crush] Zangoose (Male)
Ability: Immunity
Signature Attribute: Toxic Guard

As everyone knows, Zangoose as a species are bitter enemies to Seviper; it is even speculated that their ability, Immunity, came about as a way to deal with Sevipers' Poison Tail and Poison Fang. Crush's parents were a step past this animosity: their family in particular were the ones who started this feud, and so, they hunted and attacked Seviper actively. Of course, as Crush grew older, he wanted to fight these abominations as well.

One day, he had tailed behind his parents when they had started to "hunt" for Seviper. After what had seemed like eternity to Crush, his parents had ambushed a pack of the poisonous snakes. Through the bushes, Crush watched, rapt with wonder, until a Seviper slowly slithered behind his mother and bared its fangs. Horrified, he threw himself out in front of the snake and blacked out.

As Crush was young, his ability had not fully developed yet. The massive poison was enough to keep him unconscious for several days, no matter what Roselia or Chimecho did. When he awoke, he was alive, but only barely, and brutally scarred from the experience. He vowed he would never suffer that pain again. He tutored himself, with help from his friend Roselia, he learned how to increase his metabolism to get rid of poison and to protect himself from attacks imbued with its energy. The result was Toxic Guard.

Effects: All Poison-type attacks have 20-30 less base power when used on Crush because of his training, but Crush expends energy equal to either 1/6 or 1/4 of the attack's normal base power, divided by 10, rounded up (30 less BP and 1/4 of attack's BP when Crush is at 75%-100% energy and 20 less BP and 1/6 of BP when Crush is at 25%-74% energy). When Crush drops below 25% energy, he cannot keep his faster metabolism and protection going, and so the effects of this attribute cancel out. Also, Gastro Acid cannot cancel Immunity; note that, however, Mold Breaker can.

What do you think? Too over-powered? Too under-powered? Too useless?

Too unclear. Where did this chimecho come from and why is it necessary? Any particular reason he had a roselia for a friend, and again, what does it have to do with anything? How is a roselia able to teach a zangoose, a pokémon based on an entirely different type of life form, anything about "increasing his metabolism"? How does he increase his metabolism?

That entire first sentence of the effects section really ought to be reworded, because right now it's a bit of a headache to wade through. For starters, maybe split it into two sentences--one about the 30bp drop and one about the 20bp drop. I would also use phrasing to the effect of "the damage is reduced at the cost of x amount of energy, etc.", as that's slightly clearer than "expends" (for a second I thought you were talking about some general increased energy cost whenever Crush attacked or something).

What about worry seed or skill swap, or, to be nitpicky, role play if Crush mimicked it? Would those work or not? (There's no reason that they shouldn't, but you seem to have forgotten about them.)

Assuming I'm interpreting this correctly then no, it's not overpowered, but the description needs more relevant detail and the effects could be written with greater clarity.

The description still leaves a bit to be desired--Jaune couldn't control a thunder attack, so he managed to have it form a very strong defensive barrier instead of it just going haywire everywhere? You should determine how much projectiles are nerfed by the shield. You didn't address whether a shocked pokémon's attack automatically fails, although as blazheirio889 said, this appears to be implied.

It's not really working for me. Try to come up with something more plausible, e.g. for some reason he was trying to come up with a defense of some sort and happened to get this.

The energy is fine.

I'm not a sig move approver, but I'd like to point out that you should still be following the approval format (list name, species, gender, ability) whenever getting any additions/modifications approved--especially since, if I'm not mistaken, Jaune himself is a recent purchase that was never approved, either.

Re: Pokémon Registration Office

[Mal] Elekid (m)
Signature Move: Troebelectric Effect

"The triboelectric effect (also known as triboelectric charging) is a type of contact electrification in which certain materials become electrically charged after they come into contact with another different material and are then separated (such as through rubbing). The polarity and strength of the charges produced differ according to the materials, surface roughness, temperature, strain, and other properties."

Mal charges himself to the point where he cannot contain the electricity anymore and then launches at his opponent with maximum speed. Though the impact is light, it is too fast to dodge and the electricity stored is so hot it leaves bright scorch marks where the opponent was hit.

Electric / Physical / Damage: 4% / Accuracy: 100% / Target: 1 / Energy: 4% / One action
Priority +1. Opponent is burnt and paralyzed.
Usage Gap: Every 4 rounds

[Niska] gastly (m)
Signature Move: Bogart

Niska uses dark energy to manipulate his own image, making himself look even bigger and scarier then he already did. His ghostly body twists and grows in shape, changing to whatever form the opponent fears most; a huge dragon, a spider, their mother yelling at them for failing their grades. While none of this is actually real, it all looks real to his opponent, and it will do its job to intimidate.

While Niska remains under the effects of Bogart, the opposing Pokémon has a %50 chance of being too scared to use contact moves against him (during a double battle, this would have no effect on Niska’s partner). The opposing Pokémon also has their attack lowered by –2, lasting as long as Bogart lasts.

Attacks such as Miracle Eye, Odor Sleuth, and Foresight end the effects of this attack.

Dark / Other / -- / -- / Target: One / Energy: 5% / Duration: 2-5 rounds (randomized)
Opposing Pokémon have a %50 chance of being unable to use contact moves against Niska; lowers opposing Pokémon’s attack by –2
Usage gap: 5 rounds from end of all effects
