Teams Magma and Aqua. Definitely. Their goals are sooo dumb, it's really not worth saying it again here. (I agree with whoever it was that said Hoenn doesn't need any more sea. CURSE YOU HOENN!) *cough* Anyway, i actually liked Team Galactic. Sure, Cyrus is riding the crazy train all the way to Arkham Asylum, but they got their message out there. I mean, an evil team with commercials? That's just epic. (Cyrus=Chairman Mao, anyone?)

Team Rocket is just plainly a big clichéd mess. They can be badass as hell though.... occasionally. Team Aqua and Magma... hmm. Magma is above aqua a little bit, but that's because Aqua wanted to "expand the seas"..... isn't that suicide? Team Galactic....Screw them... Way too easy in D/P/Pt.

Have you read the Pendragon series before? In the second book, there's a planet with an advanced civilization living on an ocean. Their rafts yield a lot of crops and such. Don't knock it 'till you try it (That's kinda weird to put here, but...)

Rocket had sort-of commercials too, in GSC, but by then they were just epicfail, so.

Team aqua can just use global warming to expand the sea...

I don't know if this applies in the Pokemon world.

Yes, Team Rocket was worse in skill and in plan in GSC. (They went bye-bye a go-go, though, so I'm at least happy for that.)

Where in the world are people getting the idea that Team Magma and Team Aqua are environmentalists? It's 100% wrong. "Environmentalist" means that someone wants to keep the environment from being destroyed or changing any more than it already has, usually by reducing pollution, keeping companies from cutting down too many trees, and stuff like that. Magma and Aqua's plans involve adding or removing massive amounts of water from the ocean... both of which would pretty much wreck the environment.
If anything, Magma and Aqua are the exact opposite of environmentalists, since they put their own goals (expand landmass/raise sea level) so far ahead of the health of the planet without even considering how bad the side-effects will be.

Anyway, I'd have to say that Galactic is the worst, mainly due to their moronic Grunts. They suck at training Pokémon (come on, unevolved Wurmples!?) and use phrases like "for the win"... so not only are they weak and not too bright, they're all a bunch of Internet rejects.
Though Cyrus would probably wipe the floor with any of the other gang leaders (except Giovanni) and his commanders aren't too bad either, they're still not enough to make up for the rest of the gang's stupidity.

CIPHER IS THE BEST. Also I quite liked Galactic. But yeah. Aqua/Magma were pretty stupid.
