I think since the battle is a 2&2 vs 2&2 that you send out 2 pokemon at once. Unless I misread the thing and each person just gets a reserve poke.

(It had to be a twisted setup to even have the possibility of the mafia outnumbering the innocents, but in the beginning it really was informed minority vs. uninformed majority. That was before I came and messed it all up.) -
