Nuh-uh. Basculin come in two distinct forms, the Red-striped and Blue-striped forms. One of them, blue I think, is common in White and the other in Black; the rarer form can only be found on 'fishing spots' in their respective games. That is to say, the water equivalent of shaking grass.
According to the Pokédex, the two forms don't get along, but on rare occasions, individuals have been known to integrate into schools of the other kind. Strange.
