Attacks and Abilities Guide

I know Attack/Defense boosts and drops and stuff are different in ASB, but...what about Speed? IS it still like, +1=x1.5, +2=x2, +3=x2.5, etc.? So if you got to +6 you still effectively quadruple your speed.
 
We might as well get this solved for future occasions, though.

As I recall being told this was something the referee could decide.
