Correction: Some of them do. Others seem to have limbs made of rubber or Aron-like jointless ones. Chikorita, for instance, doesn't have evident knees, and nor do Budew or Burmy.

My statement was that it makes no sense for some pokemon to have joints and others not too, especially when all done by the same artist, some even around the same time (generations)

Why not? It seems simple enough to me that some of the Pokémon with smaller limbs relative to their body would look better with a less realistic body plan. Besides, it also makes no sense for some Pokémon to have joints and others not to when they run on the same biological rules.
