Would it be possible to get a Pokémon from our own areas?

Edit: Oops, just remembered to look through the thread. Would we be allowed if someone else generated the random numbers needed?

Edit (2): If it is allowed, what happens to the money?

Edit (3): Where an area requires a move, does Smeargle count as learning them all?

Is... it possible for someone to answer my questions? Three posts up? Sorry if there's a reason that I'm not seeing, but if there is I'm not seeing it.
 
When we post that we want to make an area, do we have to wait until the money is taken out or do we start right away?
