Yeah. According to this one guy on youtube that I follow (Coach Zucchini), the gag track order is Toonup (heals other toons), then Lure, after that Sound, and finally a toss-up between Trap or Drop. They both deal more or less the same amount of damage, so it's up to you. Trap needs Lure to work, and Drop always misses when the Cogs are lured.

I really want to develop Landon's sister. Is it okay if I introduce her? She's a guardian, but at the same time I really wanna characterize her.

I don't know much about Runescape, so I've got to say no.

Basically, there are 7 different gag tracks (throw, squirt, toon-up, lure, trap, drop, and sound), but you can only get 6. You have to buy gags (each one is a jellybean, don't worry). Obviously, the toontasks (quests) escalate with each passing neighborhood. There are 6 main neighborhoods, listed here in the order that you will confront them: Toontown Central (or TTC, where the noobs begin), Donald's Dock, Daisy Gardens, Minnie's Melodyland, The Brrgh (home to Pluto), and Donald's Dreamland. There are other areas that don't lead to streets (Goofy Speedway, connected to TTC, and Chip and Dale's Acorn Acres, which is a minigolf course that's connected to Donald's Dock). There are also HQs for each type of cog.
