Regarding the lack of drawback, well, as you mentioned, the benefit isn't that great either -- I find that an attribute like this is pretty befitting for a baby Pokémon that can't muster things too strong, specially considering the fact that I plan to make it stronger once Battery evolves. Speaking of which, what I plan for this attribute to become later is the reason why I'm making it this way.

[Battery] Elekid (F)
Ability: Static
Signature Attribute: Vicious Moodswings
Every battery has a positive side and a negative side. Likewise, Battery the Elekid earned her nicknamesake over the fact her attitude seldom reaches a neutral point, either being too positive or too negative. The shifts in that attitude tend to be very sudden and quick.
The moodswings are so extreme, they completely alter Battery's performance in battle. Feeling fine bolsters her enthusiasm and allows her to strike enemies with more effort, and thus, more result. If she's not very willing to deal with the fact others exist, however, she will try to drive them away by putting more effort into her special attacks.
Because her emotions are usually in exaggerated levels, it's hard for her mood to be altered by things that would make an average Pokémon's feelings change. For the same reason, she cannot make a bigger show of her emotions than she does most of the time, and thus, attacks that require her to do so are unusable.
Effects: Upon being sent out, there's a 50% chance Battery will be in a good mood (boosting her Attack by 1+), and a 50% chance that she will be in a bad mood (boosting her Special Attack by 1+ instead). Neither boost can surpass 6+, and they cannot be neutralized. Each action Battery executes, there's a 5% chance her mood will change, thus swapping Attack boosts/reductions with Special Attack boosts/reductions, and likewise with Defense and Special Defense. Battery cannot use Return or Frustration.

Signature Attribute: Two of a Kind - Left Half
Sable forms one half of a couple with another Pokemon, a Spinda named Katanna. The two are very close, so close even, that they can support each other in combat, when they're fighting together. When her partner is on the battlefield alongside her, Sable becomes much more confident, which gives her a +1 bonus to both Attack and Special Attack, as well as all attacks made against her having a -5% reduction to the chance to make her flinch. These boosts are persistent, cannot be swapped to another Pokemon, and reset to this level when Hazed, etc.
In addition, she is used to her partner's...strangeness...and is thus immune to the confusion caused by Katanna's Teeter Dance attack. Finally, both being committed to their relationship to where they would not even pretend to cheat on one-another, Sable cannot use nor be affected by the Attract move/effect. This effect is always active even when both are not on the field together.
Effects: While on the field with L'il Dwagie's Spinda, Katanna, Sable will be granted a +1 to Attack and Special Attack. This boost may not be used to exceed the usual +6 limit,or be swapped to another Pokemon, and will reset to this level up Haze or similar. In addition, all attacks made against her will have a -5% reduction to cause the 'Flinch' effect. She is also immune to confusion caused by Katanna's Teeter Dance, and cannot use or be affected by Attract.

Signature Attribute: Two Of a Kind - Right Half
Katanna forms one half of a couple with another Pokemon, a Sableye named Sable. The two are very close, so close even, that they can support each other in combat, when they're fighting together. In addition, she is rather keen to her partner's... Shiftiness... and will sometimes take a page from her book and imbue an attack with an overwhelming surprise, intimidation, or outright distraction, granting her a 5% chance to cause the Flinch effect when attacking. These boosts are persistent, cannot be swapped to another Pokemon, and reset to this level when Hazed, etc.
Finally, both being committed to their relationship to where they would not even pretend to cheat on one-another, Katanna cannot use nor be affected by the Attract move/effect. This effect is always active even when both are not on the field together.
Effects:
While on the field with Full Metal Cookie's Sableye, 'Sable', Katanna will be granted a +1 to Defence and Special Defence. This boost may not be used to exceed the usual +6 limit, or be swapped to another Pokemon, and will reset to this level up Haze or similar. In addition, all her attacks will have an added 5% chance to cause the 'Flinch' effect.
Can neither use or be affected by the 'Attract' effect. This is always active.
Drawback isn't sufficient to pay for the benefits. Movepool mods aren't well-balanced; lose another powerful attack to pay for dark pulse.

When Cipher was still active in Orre, Evice sent orders to mutate the Shadow Pokemon even more. He did this discreetly without the permisson of Greevil. So his scientists worked quickly and no one knew about this side project besides the scientists and Evice himself. The mutation was supposed to create a perfectly evil Pokemon. He employed this project because he thought that the Shadow Pokemon were too weak and were limited to only a few moves. So testing began and the scientists soon created an army of "perfect Shadow Pokemon". These Pokemon were statistically stonger and weren't limited to a Shadow move only moveset. The mutation also introduced a type change, turning the Pokemon to a Dark type. Evice was satisfied. He was ready to bring down Greevil with these new "Infected" Pokemon until Greevil came in and shut down the project. Greevil kept these Pokemon to himself and left the failed subjects. These failed subjects were dubbed as the "Darkness Pokemon". The Darkness Pokemon were the first batch of Infected Pokemon but were unstable. So unsatisfied, Evice just dumped them into the wild for Trainers to catch.
Effects: Fluffy is one of these Darkness Pokemon. She has a Dark type change, replacing her Normal type. When confused, she goes back to her instincts as a Shadow Pokemon and stops listening to commands. She randomly uses only Dark and Ghost type moves until Confusion wears off. Due to her appearance, she gains the ability Intimidate. Her movepool is also effected. She gains Torment, Sucker Punch, Flatter and Dark Pulse. She loses the moves Return, Charm, Attract and Sweet Kiss.

I fixed the movepool but can you suggest a drawback? Also I couldn't figure out what else to lose so I got rid of Focus Punch because it says it's a "loyalty" attack.

I found the whole loyalty thing on Serebii but I could swap it for Substitute or Jump Kick or something else if you want. And I fixed the drawback with your suggestion.

Signature Move: Great Truth Burglar
Like all Dark-type Pokemon, Kay has access to the move Thief and is able to steal things from opponents. However, at the same time she has a strong sense of justice and righteousness, and refuses to steal for material gain. Instead, she prefers to avoid material objects and steal things she thinks will enable her to defeat criminals, or in the context of a battle, her opponents. As such the targets of her five-finger discounts will be less corporeal things, such as information or other things that give them an edge in battle that aren’t physically held. Her ninja-like stealth and precision mean her foes will be completely unaware that they have been targeted until it’s too late.
Type: Dark / Stat: Physical / Base Damage: 5% / Target: Single / Energy: varies
Effects: Kay cloaks her body in dark energy, rendering herself undetectable, and sneaks around behind her target as quick as a flash. She then rifles roughly through the target with her claws, using her dark powers to strip them of all their stat increases and apply them to herself. These values are added to her current increases or decreases and totally removed from the target, rather than copying the target’s and replacing the user’s like Psych Up would, and negative status changes are not stolen. Stolen stat increases will only increase Kay's up to the +6 limit, i.e. if Kay has +4 Attack and +3 Defense, and steals +3 Attack ans +5 Defense, she will end up with +6 Attack and +6 Defense. (The target's attack and Defense will still be reset to 0, however.) She will also steal information about the target’s weak points, raising her critical hit ratio by one level. The entire process happens too quickly for the target to notice anything, so Great Truth Burglar can never miss or be avoided as long as the target is within reach. Kay is loath to use Great Truth Burglar more than once on the same target, lest she accidentally be spotted and have her pride in her stealth humiliated, and her moral compass forbids her from using the move Thief, meaning this sig move effectively removes Thief from her movepool.
This attack costs 5% base energy, plus an additional 1% for every stat level stolen above +4. For instance it will cost 5% energy to steal +0, +1, +2, +3 or +4 Attack, but 6% to steal +5 and 7% to steal +6. This stacks if multiple stats above 4 are stolen (so to steal +6 in Attack, Defense, Speed, Special Attack, Special Defense, and Accuracy would cost 17% energy).
Usage Gap: once per battle.
