If I haven't bought a starter yet, can I still get one for $10 instead of the normal price, or does that only apply to my initial purchase?

The transaction goes in the bank, with a link to the registration post; then make a link from the registration post to the bank. Note how Scyther and uber charizard did it, then repost with the correct bank link (you link to your transaction, not your account approval).

But how do i make a post to the bank with a link to a post which needs a link to the post in the bank showing my transaction?

Make both posts, then link them together. Alternatively, make the first post and copy its link, then paste it into the bank post. Once you make that post, take its link and edit into the post in the registration office.
