No, she started out at a fairly high level; you don't find a ton of low-level wailmer around.
I think the extent to which pokémon *need* humans varies a great deal. Wild-caught ones will probably be pretty self-sufficient, but those that are bred in captivity probably wouldn't know how to hunt (and might be disgusted at the idea); and even wild-caught ones come in a wide range of competencies, too. I dunno, while I think it's perfectly fine for a person to kind of let their pokémon wander about and take care of themselves, and you'd want at least a bit of that anyway, what's really the point of being a *trainer* then, you know? If you're not really doing anything with your pokémon... why have them at all?
