Your battle description is sparse but serviceable.
Substitute blocks all damage from an attack regardless of how much health it has left, unless the attack is a multi-hit one. Thus Rosie herself shouldn't have taken any damage from the psychic attack on action two.
Your health and energy calculations are a bit baffling, though. I thought the 30% substitute was just a typo, but no, the only way everything adds up to 55% damage is if it was. There's no way that psychic and thunderbolt come together for 30% damage (plus eight more, since the psychic kept going after the substitute was destroyed). What makes it stranger is that seed bomb does the right amount of damage with the swords dance taken into account. Rosie just takes a ludicrous amount of damage from everything. If the substitute docked 30% health, then it should have cost 15% energy, not 10%. Gallade's psychic should not have cost more than thunderbolt, which is a non-STAB attack and more powerful in any case.
Your health and energy needs work, and I'm not sure how solid you are on understanding ASB conventions, considering what went down on the second action. By now you've had some time to look at more battles and perhaps get more acquainted with they system, but in any case you should be a little more solid on how the numbers work, at least, for your next attempt.

How did thunderbolt cost less energy than psychic (they are essentially the same power, but psychic is a STAB attack and thunderbolt isn't)? It shouldn't be costing the same as ice punch, which is 20 points less powerful. Your energy calculations for Gallade are in the right ballpark, but considering them in relation to one another, they don't make much sense. Other than that, damage and energy are fine.
There are a ton of little errors scattered throughout this reffing. Maybe try proofreading your work to try and head those off. Most worrisome are your energy calculations; in terms of damage you seem to be fine, but Gallade's energy costs are very funky and it's hard to tell if you would have had troule with Rosie's as well since her substitutes represent fixed costs. You're pretty close, though.

Content-wise your battle description is fine, but you have some serious grammatical and sentence construction issues that make it difficult to read. Your sentences have a tendency to get long and unwieldy; try to cut back on them. Try proofreading to catch simple errors. There's nothing much you can do about the grammar rules you're messing up save learn them or get someone to review your work and help you with them. An example of a consistent problem you have: "its" is possessive, i.e. "it flapped its wings," while "it's" is a conjunction of "it is," i.e. "He said it's due tomorrow."
Your damage calculations look fine, but Gallade's energy use doesn't make much sense. Thunderbolt shouldn't cost as much as psychic, given that it doesn't get STAB like psychic does. If you're charging 5% for something as powerful as thunderbolt, you probably don't need to take off five for encore. Sleep powder would probably be only 1-2% energy for a fully-evolved pokémon like Rosie.
It's not bad, really, but your battle description definitely needs a bit of cleaning up. Your energy calculations are a little suspect as well, but I would concentrate on the description first and foremost.

There's no indication that Rosie was confused by the excessive conditional statements in her commands, but she should have been.
The pokémon's ending stats are missing some important information: how much health Rosie's substitute has left is the biggest one, but you should also indicate how deeply Gallade is asleep. I prefer to see information about his poison status in there as well, rather than down with the ending notes.
You should include the calculations that accompany the numbers you give for health and energy so that I can see how much you took off for each of the pokémon's actions. It's pretty clear that you aren't charging enough, though--thunderbolt is definitely worth more than 3% energy, and toxic alone should be about 5%, meaning that both Rosie and Gallade used too little energy. Without information about how much health Rosie's substitute has left, I have no way of knowing how your damage calculations look.
Damage and energy are the primary problem in this reffing. You aren't knocking off enough energy for attacks, and I can't say anything about damage at this point because you don't mention the substitute's ending health. Please include calculations if you reapply.

The "spent an extra 2% energy on psychic looking for Rosie" is a little suspect because 2% should be a significant percentage of the cost of a psychic for a gallade. A 1% penalty would be more appropriate, though usually I don't think pokémon have so much difficulty figuring out the whole "opponent has a substitute" thing (or they believe they're really attacking the real thing and wouldn't waste time looking for the substitute's owner).
I would have taken a little more energy off for Rosie's seed bomb and probably a couple more points off from Gallade's attacks, though it's hard to tell where since you don't talk about your energy calculations except to note that psychic took 2% more energy than usual. Other than that you calculations appear fine.
I'm a little leery about your numbers because I don't know much about them in detail, but they look generally reasonable. Possibly charge a little more for attacks in general. Your battle description is good, but consider reading your sentences aloud or something to catch clumsiness.

Your battle description is fine; aside from the occasional grammatical quibble it's perfectly readable, and you do a good job of explaining what all goes on. I would have had at least Rosie's last action fail out of confusion over her commands, but at least you did acknowledge that she was confused by them.
Health and energy are good for the most part. I think you made a mistake on the first action, where you say the substitute takes 9% damage and has 13% health remaining. 9% would be right for a thunderbolt, but of course that would leave the substitute with 11% health rather than 13%. I also would't have toxic deal 3% damage all on the final action like that, but it's not a big deal.
Good mock overall. There were a couple of niggles about the damage and energy, but aside from the subtraction error on the substitute nothing really major.

You should be putting your damage and energy calculations in your mock so I can see how much health and energy you deducted for each action.
The descriptive content of your mock is good, but your grammar and proofreading leave a bit to be desired. Try rereading your mock a couple of times to see if everything you have down makes sense; it might help you avoid sentences like "The sound of static vaguely crackling and the Pokemon running through the Forest, crushing dead brush as it moves with speed, and echos ever so slightly across the trees."
Did Rosie use sleep powder first and it missed or something? Or was that supposed to be a distraction or something while it was working on substitute? In any case, Rosie should have opened with substitute. I'm not sure what you mean by Rosie not being commanded to use a third attack… she definitely had three actions commanded. Unless you meant that she got confused by her final command and just didn't do anything.
It's hard to tell exactly what was going on with your calculations since you didn't break them down at all, but something is wrong with Rosie's health. Her substitute would have cost her 20% health, putting her down to 80%, but then she got hit with an ice punch. She should be lower. The only thing I can think of is that you took substitute's cost out of energy instead of health, which isn't correct. On the other hand, Rosie's used too much energy. Substitute would cost her 10% energy, but other than that all she used (I think) was sleep powder, and that's definitely not worth another 11%. On the other hand, Gallade hasn't used enough energy; he used two powerful and one moderately powerful attack. His energy expenditure should definitely have been more than Rosie's in any case.
Your battle description could use a bit of cleaning up, but I would concentrate on your numbers first. I'm not sure exactly how they fell out because you didn't include them in your post, but they don't look right.
