Does it surprise you that meowth can learn thunderbolt I mean it ruins the point of meowth being a normal type.....
 
If a mouse, a squirrel and a lion can shoot lightning, why shouldn't a cat be able to? And, as others have said, there are various Pokémon that learn moves they may seem odd, but almost all of them make sense in some way.
 
It confuses me more how some Pokemon can't learn moves. Oh, the number of times I'd be near the Elite 4 on G/S/C, realize I didn't have a Pokemon with Waterfall, go out and catch one I was sure could learn it, only to find that it couldn't.

HMs are just fabulous. Nothing beats foot-tall unconcious birds carrying you halfway across the world.
 
And Pikachu can learn Pay Day. (At least in RBY.) So perhaps there's a pattern?
