If Octillery can learn Bullet Seed, Flamethrower, Energy Ball, Thunder Wave, and Rock Blast than anything is possible.

If a mouse, a squirrel and a lion can shoot lightning, why shouldn't a cat be able to? And, as others have said, there are various Pokémon that learn moves they may seem odd, but almost all of them make sense in some way.

It doesn't surprise me because I recall in Pokemon Stadium, one of the rental Persian knew thunderbolt.

It confuses me more how some Pokemon can't learn moves. Oh, the number of times I'd be near the Elite 4 on G/S/C, realize I didn't have a Pokemon with Waterfall, go out and catch one I was sure could learn it, only to find that it couldn't.

HMs are just fabulous. Nothing beats foot-tall unconcious birds carrying you halfway across the world.
